With reference to your minute dated 11th September, 1907, the Chief Resident Engineer is correct in his statement that I have questioned the bonuses paid to miners.
I did so as nothing about bonuses was mentioned in their respective agreements with the Crown Agents, and I presumed that as in the case of the local grant of travelling allowances the authority of His Excellency the Governor was necessary.
